The National Committee on U.S.-China Relations

Both C.V. Starr and M.R. Greenberg played pioneering roles in nurturing U.S.-China economic and cultural relations, including opening businesses in China and developing deep ties with Chinese business and political leaders.
The Starr Foundation has upheld this legacy through longstanding support of the National Committee on U.S.-China Relations (NCUSCR), which promotes a productive relationship between the world’s two biggest economies by educating Americans and Chinese about each other, with a focus on face-to-face contact and frank dialogue among senior officials and influential citizens of the two countries.
With a consistent annual gift of $1 million, The Starr Foundation supports NCUSCR’s general operations and also funds specific initiatives, including the following:
- The annual U.S.-China Track II Dialogue on the Rule of Law & Human Rights, which brings together former U.S. and Chinese government officials, academic experts, judges, and prosecutors to discuss legal developments that impact the rule of law and human rights, and to consider different approaches to legal reform.
- CHINA Town Hall, which connects U.S. policymakers and thought leaders on China with Americans around the country for a national conversation on U.S.-China relations and its impact on U.S. towns and states, and the nation. More than 200 organizations have partnered with NCUSCR to bring these live-streamed webcasts to town halls across the country.
- The annual Young Leaders Forum (on hiatus since 2020, but set to relaunch in 2025), which invites a select group of young U.S. and Chinese influencers and changemakers from a range of fields to a four-day retreat, held alternately in the United States and China, to explore substantive issues, identify commonalities, and develop friendships and networks.
- The Public Intellectuals Program, which is dedicated to nurturing the next generation of China specialists.
